Position Description
– The School Feeding – Local & Regional Procurement Specialist will be responsible for the overall execution of local and regional procurement responsibilities under the Tiwoloka project. The position will require significant coordination with partners including LRP commodity suppliers, the national regulatory bodies for standardization and quality and food safety regulatory frameworks and ensuring compliance.
Specific duties and responsibilities include the following:
• Lead the review and enhancement of Tiwoloka school feeding guidance documentation, manuals, and tools, ensuring they meet current needs for LRP and school feeding program implementation.
• Collaborate with the CARE operations team to establish LPR procurement are done as per plan and define their terms of reference.
• Provide oversight and guidance on quality assurance procedures throughout the LRP process, ensuring high standards are maintained Collaborate with the CARE operations team to establish district-level procurement committees, optimizing commodity delivery for cost-effectiveness.
• Lead capacity-building processes for project and operational team regarding LRP commodity quality assessments, training them to enhance skills in LRP management.
• Facilitate the documentation of learning and host regular reflection meetings with various stakeholders at the school, district, and central levels.
• Build strong relationships with the Ministry of Education, Ministry of Health, Ministry of Agriculture, and the National Institute for Standardization and Quality to ensure compliance with food quality and safety regulations.
• Lead the creation of LRP-focused manuals and training materials to support capacity-building efforts.
• Work closely with the technical team and management to ensure that strengthened manuals are effectively adopted across all participating schools for school feeding activities.
Required education and experience:
• Bachelor’s degree in supply chain, logistics, business management.
• Minimum 3 years of relevant work experience, preferably in an International NonGovernment Organization (INGO) Prior practical experience in the school feeding program is a big plus;
• Proven understanding of working with an International Non-Government Organization (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities.
• Ability to manage the LRP technical function and implement procedures and processes, with minimal supervision.
• Knowledge of nutrition and food security issues, particularly in the context of school feeding.
• Strong facilitation, communication, and interpersonal skills, with the ability to engage diverse groups effectively.
• Proficiency in data collection, analysis, and reporting using relevant software and tools.
• Willingness to work in rural communities.
• Knowledge of LRP and USDA rules and regulations is desirable
