Job Description

The Position:

The consultant will work with the project lead under the direct supervision of the Deputy Representative and the overall supervision of the UNFPA Country Office Representative. UNFPA seeks to engage an individual consultant:

  1. To conduct a mapping of available public services in 8 districts in 3 regions as follows:
  • Bongo, Bawku West, Garu - Upper East Region
  • Wa West, Sissala West - Upper West Region
  • Yunyoo-Nasuan, Chereponi, Bunkpurugu-Nankpanduri -North-East Region.

       2.Facilitate an online validation workshop with the relevant service providers and stakeholders (interviewees, etc) to finalize the mapping document.

      3.Train selected service delivery institutions to upgrade service packages to establish referral pathways for rights based integrated   services in 3 regions (North-East, Upper West and Upper East) by engaging additional facilitators in the sectors outlined.

     4. Development of a toolkit for community sensitization on the public services

Job Purpose:

You would be responsible for:

  1. Conduct mapping of available public services in 8 PBF project districts as indicated above. The mapping should cover 3 service domains as follows:
  •  Health Services (eg. Ghana Health Service, Regional & District Health Directorate, Regional and District Hospitals, Community Health Facilities, Pharmacy Council, Health Service Training Institutions at Regional & District Level etc.) 
  • Social Justice Services (eg. DoVVSU, CHRAJ, Judicial Service, Legal Aid, Ghana Immigration Service, Ghana Police Service etc. 
  • Social Services (eg. Social Welfare, Community Development, Department of Gender, Department of Children, Electricity Company of Ghana, Ghana Water Company, Ministry of Agric, Micro Finance Institutions etc.)

        2.To share the draft findings of the mapping in an online meeting with stakeholders for validation.

        3.Facilitate training sessions for representatives of the public service delivery institutions to upgrade service packages to establish    referral pathways for rights based integrated services in 3 regions (North-East, Upper West and Upper East) with the support of subject matter experts.

       4. development of a toolkit for community sensitization on the public services

Education:  

Master’s degree in Development Studies, Governance, Human Rights, Gender Studies and related fields. 

Knowledge and Experience: 

Five (5) years of work experience in human rights-based programming, training and conduct of assessments/mapping of development indicators.

  • Knowledge of the decentralized system of governance in Ghana (Local Government System) including the development planning in the districts and local government space.
  • Experience in assessment and mapping of development indicators from a human rights perspective. 
  • Excellent participatory training and group facilitation skills.
  • Excellent communication/presentation, report writing and documentation skills. 
  • Ability to analyze/ understand the complex issues of human rights and culture within the local governance sphere. Also able to use tools to conduct assessment from women and youth lens. 
  • Good knowledge of the development challenges in northern Ghana and its implications for radicalization in the face of the current Sahel crisis. 
  • Excellent knowledge of peace building, governance, gender, youth, population and development dynamics. 
  • Research-related experience in issues and policies on cross border conflicts, peace and security, gender and social norms as well as humanitarian, peace and development nexus in Ghana.
  • Good human relations skills and ability to work with diverse groups with different backgrounds.
  • Good knowledge of the UN system and the development sector.
