Law Enforcement Specialist

JOB DESCRIPTION

Key Responsibilities:

• Provide expert advice to the project team on Ghanian law enforcement and prosecutorial capability development needs and approaches in areas including combating and prosecuting large-scale corruption, IFF, fraud, illegal mineral extraction, cyber-enabled crime, narcotics, and THB;
• Develop and lead training courses and mentoring with Ghanian law enforcement agencies and prosecution service, in collaboration with international experts;
• Collaborate with other project stakeholders, including project management team, other experts, and monitoring and evaluation (M&E) colleagues to develop and refine needs assessments, course objectives, standard operating procedures (SOPs), doctrine, project reporting, etc.
• Represent the project in front of the project funder and the Ghanaian authorities, and lead high-level communications with the Ghanian authorities.
• Build and maintain productive relationships with law enforcement and prosecution stakeholders in the West Africa region, including in Nigeria.

Requirements

• Former senior serving member of the Ghanian police, other law enforcement bodies, or prosecution service.
• Expertise in one or more of the following: large-scale corruption, IFF, fraud, illegal mineral extraction, cyber-enabled crime, narcotics, and THB or other similar areas.
• Demonstrated experience in delivering capacity-building relating to some aspect of countering serious organised crime in an international context.
• Proven track record of developing training materials, SOPs, and doctrines.
• Experience working with regional organised crime stakeholders.
• Professional fluency in English (written and spoken).
• Flexibility and adaptability to work in a dynamic operational environment are essential.
