OBJECTIVES

 

The key objectives of this consultancy are to:

  • Assess the current HR policies, systems, and procedures and provide actional recommendations.
  • Review the organizational structure and job descriptions to ensure alignment with organizational goals and best practices.
  • Provide Ad Hoc Support with interview, shortlisting candidates and other HR related matters.


SCOPE OF WORK

 

The HR Consultant will be responsible for the following tasks:

 

HR Policies, Systems and Procedures Assessment:

  • Review the current HR policies and procedures, including but not limited to the employee manual, staffing hiring, rewards and benefits, performance management, vacation and other leave policies.
  • Review of the current HR software tools for employee data management, time tracking, and performance appraisal.
  • Conduct a gap analysis against legal compliance, organizational needs, and best practices.
  • Provide recommendations for updating and improving HR policies, procedures, and systems, ensuring they are legally compliant and aligned with organizational values and goals.

 

Review of Organizational Structure

  • Analyze the current organizational structure to assess its effectiveness in supporting the organization’s goals and workflows.
  • Gather insights on role clarity, team dynamics, and potential restructuring needs.
  • Recommend changes to the organizational structure, if necessary, to improve efficiency and alignment.
  • Review and update job descriptions, ensuring that they accurately reflect roles, responsibilities, and reporting lines.
  • Provide recommendations for creating, combining, or eliminating roles as necessary to better serve the organizational mission.
  • Recommend training and development opportunities for staff, including capacity-building workshops.

 

Ad Hoc Support

  • Provide support with interview processes, including shortlisting candidates and developing interview questions that align with the organizational culture and position requirements.
  • Advise on best practices for candidate assessment and selection to ensure a fair, inclusive, and effective recruitment process.
  • Offer ad hoc recruitment guidance, including onboarding strategies for new hires.
  • Provide advice to the leadership team on HR-related matters, including conflict resolution, employee morale, and best practices.

 

 

DELIVERABLES

 

The consultant will be expected to provide the following deliverables:

  1. Assessment Report: A comprehensive report detailing findings from the review of HR policies, systems, and procedures, along with specific recommendations for improvement.
  2. Revised Organizational Structure: A recommended organizational structure with proposed changes (if applicable), including a rationale for changes.
  3. Updated Job Descriptions: Drafts of updated or new job descriptions that accurately reflect roles and responsibilities.
  4. Ad Hoc Support: Ad hoc assistance as needed, with recruitment focusing on drafting job descriptions, supporting the interview process, and assisting with candidate selection as well as employee satisfaction and retention.


QUALIFICATIONS AND EXPERIENCE

 

The ideal consultant will have the following qualifications:

  •  Minimum 5 years of experience in HR consulting, including HR policy development, organizational structure design, and recruitment support.
  • In-depth knowledge of HR best practices, employment law, and compliance in the context of nonprofit or similar organizations in Africa.
  • Experience in conducting organizational assessments and providing actionable recommendations for HR systems and structure improvements.

Kindly note that all contracts for consulting services will be subject to a 10 - 15% tax withholding in accordance with Liberian tax code
