Ultimately, DBGG will increase the private sector’s economic output, productivity, and job creation with special attention to environmentally and socially sustainable production and green sectors The Development Bank Ghana Guarantee is seeking a seasoned finance professional with relevant industry and development banking knowledge with extensive operations, lending, investment, fundraising experience to lead its finance activities. Role Summary
Reporting to the Chief Executive Officer (CEO), the Chief Finance Officer (CFO) will work closely with the CEO to develop, refine and monitor DBGG’s overall strategy (as approved by the Board) with a particular focus on the financial aspects. He/She will set up, lead and manage the finance and treasury/investments teams. The CFO will have full responsibility for establishing and day-to-day management of all accounting and financial reporting systems, internal and external regulatory compliance procedures, liquidity management, budgeting and financial planning, strategic planning, treasury and investment management, tax matters related to DBGG, internal and external audits, fundraising and relationship management with all stakeholders. The CFO will also take on a variety of strategic responsibilities, helping to shape DBGG’s future.
Job Responsibilities
Prioritised responsibilities of the CFO include the following:
• Establish and run the finance and administration function in a hands-on fashion initially, before building a team in line with DBGG’s growth.
• Act as a strategic partner to the CEO, providing valuable strategic advice and counsel on running the business
• Support the CEO in developing a fundraising strategy and conducting fundraising for DBGG, mid-term financial planning and longer-term growth strategy.
• Provide strategic assessment of business operations and direction and possess the ability to assess capital allocation/return on investment.
• Participate in key decisions as a member of the executive management team by advising the management team on key business decisions through sound commercial judgement highlighting options, trade-offs, risks and opportunities.
• Develop the capital and liquidity strategy for DBGG, as well as finance and administration policies, procedures and manuals.
• Oversee the implementation of effective financial management systems and controls to ensure the DBGG’s assets are adequately safeguarded and ensure accurate and reliable financial reporting is produced.
• Assess the adequacy of the finance manual & policies, ensure alignment with best practices and Ghanaian laws on a constant basis, and oversee ongoing development and updating of policies, procedures and manuals.
• Plan, coordinate and manage the implementation of resources to ensure allocations support the achievement of the DBGG’s strategic direction, operating plans and overall objectives.
• Coordinate the preparation and consolidation of the DBG’s budget and business plan including periodic monitoring and reporting.
Education, Professional Qualifications and Experience Required
• Minimum of 15 years’ relevant experience in financial management with at least 12 years in a senior management role.
• A degree in Finance, Accounting or Business Administration. A Master’s degree in Business Administration and/or Finance/Accounting will be an added advantage.
• Relevant professional certifications & membership in professional associations in Ghana or abroad such as CPA or ACCA.
Job Requirements
• Experience in setting up or overseeing the setup of a finance and administration function
• Experience in working in a development finance organisation and or financial control of development funds/investment.
• Extensive experience with commercial and financial analysis, accounting and accounting systems, internal financial controls, tax administration, revenue management, financial modelling & forecasting, compliance & regulatory issues, and administration functions.
• Experience with credit risk guarantees/ insurance and exposure to development issues.
• Experience in managing financial risk in an executive capacity.
• A background in banking, insurance or trade finance is essential.
• Substantial finance, treasury and equity/ capital markets experience combined with detailed knowledge of fixed income, liability and liquidity management.
• Substantial experience in regional or international fundraising activities.
• International or Emerging markets experience
• A deep commitment to responsible investment and Environmental, Social and Governance (ESG).
• Knowledge of financial markets, cash management structures, traded treasury instruments etc.
• Evidence of excellent leadership and goal achievement in a high-performance organisation.

• Ability to communicate and engage influentially, particularly on finance and investment matters.
