Our Client
Development Bank Ghana (DBG) is a development finance institution established by the Government of Ghana with the support of international partners namely World Bank, European Investment Bank, German Development Bank and the African Development Bank. DBG's principal objective is to support the economic transformation in Ghana by increasing access to finance for Ghanaian enterprises, particularly small and medium enterprises (SMEs). DBG, primarily provides long-term wholesale financing lines of credit and partial credit guarantees to eligible financial institutions as well as technical assistance to participating financial institutions and their relevant borrowers. The Bank also provides business development services and related development banking activities. DBG is leveraging technology and digital platforms to provide resources and capacity building to SMEs.

DBG is seeking a seasoned finance professional with relevant industry and development banking knowledge with extensive operations, lending, investment and fundraising experience to lead DBG's finance activities. Role Summary
Reporting to the CEO, the CFO will also be the Deputy CEO Finance responsible for the strategic and technical leadership of DBG's fiscal and treasury management to ensure sustainable financial strength and steady growth in DBG's financial resources in support of its overall mandate. The CFO will ensure that DBG's business decisions are grounded in sound financial criteria and provide insight and analysis to support the CEO. The CFO will focus on protecting the financial health of DBG.

Job Responsibilities
Prioritised responsibilities of the CFO include the following:
* Oversight of all activities impacting DBG's capital adequacy, balance sheet optimisation, financial reporting and mobilisation of resources in alignment with DBG's strategy:
* Overall responsibility for the strategic planning, implementation, managing and running of all the finance activities including business planning, budgeting, forecasting. risk and governance:
* Cost-effective utilisation of DBG's financial resources:
* Provide overall supervisory and day to day running of the finance function;
* Oversee establishment of policies and practices on keeping proper books of accounts and accurate reporting in line with professional and regulatory requirements and international best practice:
* Provide strategic recommendations to the CEO, management team and Board.

As a key member of the Senior Management team the CFO will:
* Be involved in DBG's strategic planning process and provide strategic contributions to the development of DBG's long-term business and financial plans;
* Institute relevant policies, support the development/finalisation of DBG's lending strategy, and advise on DBG's investment activities:
* Work with Management in the building, strengthening and maintenance of external and internal stakeholder relations;
* Play an integral role in and support DBG's fundraising strategy and capital raising activities, and
* Provide leadership in all finance related functions of DBG.
- building DBG's finance department and supervise the recruitment of finance personnel:
- managing the processes for financial forecasting and budgets, and overseeing the preparation of all financial reporting:
- managing DBG's accounts and working closely with auditors and internal finance to ensure that all audit findings and points are promptly resolved;
- identifying and addressing financial risks and opportunities for DBG:
- provide commercial insight & financial leadership across DBG's various units in order to meet their business plan targets;
- assessing new initiatives and business opportunities for DBG (e.g. financial due diligence, valuation, deal structuring, capital structure) and advising on the investment impact to DBG's business and cash flows;
- assisting the CEO to communicate DBG's financial direction, ambitions and future outlook with external and internal stakeholders:
- carrying out related risk management by analysing DBG's liabilities and investments:
- evaluating DBG's fundraising plans and capital structure;
- supervising/managing all finance department personnel:
- managing supplier relationships jointly with the Procurement Department.

Education, Professional Qualifications and Experience Required
* Minimum of 15 years' experience in a similar role in Development Finance or Financial Services sector, with at least 8 years' experience in an Executive Management role.
* A degree in Accounting, Finance, or Financial Management from a recognised and reputable institution.
* Relevant professional certifications & full membership of local, regional or international professional associations is required (e.g., ICAG, ACCA, CFA, etc.).

Job Requirements
*Proven and relevant prior experience as a CFO.
*Experience in setting up or overseeing the setup of a technology enabled finance & accounting function.
* Experience managing financial risk in an executive capacity, Significant and recent experience in Development Finance/Development
* Institution or Banking sector or a good understanding and knowledge of the development banking ecosystem].
* Substantial internationa finance treasury and equity/capital markets experience combined with detailed knowledge of fixed income, liability and
* liquidity management.
: Substantial experience in regional or international fundraising activities. International or Emerging markets experience.
* A deep commitment to responsible investment and Environmental, Social and Governance (ESG).
* Evidence of excellent leadership and goal achievement in a high-performance organisation. People Skills/Criteria
* Self-motivated, confident, analytical "hands-on" leader who is comfortable getting involved in all areas of business operations.
* Ability to communicate and engage influentially particularly on finance and investment matters.
